Trump’s AI Plan Eases Data Center Rules, Strips Federal DEI Guidelines

US President Donald Trump published his plan to make the United States the “world capital” of artificial intelligence (AI) on Wednesday, describing the stages to facilitate data center regulations, revise federal content standards and prioritize government contracts for some IA developers.

The report, published by the White House, presents a plan to three pillars, with initiatives to encourage the development of Open Source for applications through law, health care, defense, science, education and manufacturing.

One of the main political objectives of the plan is to “protect freedom of expression” and online expression in AI models. According to the document, the initiative of freedom of expression will be led by the Commerce Department (DOC), which will work with the National Institute of Standards and Technology (NIST) to “eliminate references to disinformation, diversity, equity and inclusion and climate change”.

Despite the declared objective to encourage the development of Open Source, the report also described a provision aimed at granting government contracts exclusively to “developers of large -language models (LLM)”. The report has not defined what is considered a “border” AI developer.

Trump has repeatedly said that he wanted to make America the “world capital” of AI development, which includes strengthening the American energy network to provide the immense power necessary for AI.

Energy infrastructure and development

The Trump administration wrote that the acceleration of AI infrastructure through the construction of data centers is at the heart of the plan.

This accelerated approval process for AI data centers includes the recommendation of high -performance IT installations under the National Policy Act (NEPA) and relaxing authorization requirements under existing regulations.

Under the regime, AI data centers would qualify for accelerated authorization approval, despite the previous stipulations presented in the Clean Act, Clean Water Act and the complete law on environmental response, remuneration and responsibility.

In addition, the strategy aims to “stabilize the network of today as much as possible” by developing technologies of alternative energy generation such as nuclear merger and fission.

Finally, the plan contains objectives to bring back the manufacture of semiconductors, at the heart of the creation of AI and computer processors, in the United States.

“To succeed in the global competition of AI, America must make more than promote AI within its own borders. The United States must also stimulate the adoption of American AI systems, computer equipment and standards around the world, “said the report.

This includes the strengthening of AI export controls and commercial policies thanks to a collaboration between the American trade and development agency, the Export-Importation Bank, the US International Development Finance Corporation, the State Department and the Ministry of Commerce.
