Trump to Unveil AI Action Plan, Scrapping Biden-Era Mandates and Pushing America-First Innovation Agenda


US President Donald Trump is expected to reveal the long -awaited AI expected AI action plan for his administration in Washington, DC, marking his most radical address on artificial intelligence since his return to January in January.
The announcement, which will take place at the top of the “Victory of the AI”, led by the Hill and Valley Forum and the All-In Podcast, should describe a new framework on how the United States builds, will govern and deploy on a global AI-with Trump to recover American domination in a sector which he considers as a central of the future of the country.
Three pillars: infrastructure, innovation and global influence
According to a report by Time magazine, the Trump AI action plan is built on three pillars: infrastructure, innovation and global influence. The plan includes efforts to modernize the aging electrical network of the United States and extend energy production, in particular to support AI arrow power requests. Without immediate improvements, experts have warned that energy shortages linked to these data centers could emerge before the end of the decade.
Under the pillar of innovation, Trump aims to revive the effort to pre -empt the legislation on AI at the state level which could complicate the regulatory landscape of technological companies. A previous federal bill that would have blocked these state initiatives recently failed at the Congress, but the Trump administration plans to continue executive measures to facilitate regulatory charges for US IA companies and protect them from what it considers as “innovation disorder” mandates.
The third pillar – Global influence – targets the export and adoption of American AI technology abroad. Federal officials are said to be concerned about the rise of Chinese AI developers such as Deepseek, Qwen and Moonshot AI. The action plan aims to position American companies such as Openai, Xai and Google as a global Etalon-Or in the development and deployment of AI.

Repeal the rules of Biden AI
Trump’s plan actually replaces the IA executive decree of the Biden administration, which emphasized security, transparency and non-discrimination. Biden’s order had forced companies on the AI to submit reports on security risks and algorithmic biases. Trump repealed him almost immediately after taking office for the second time, saying that the rules had placed “unnecessary charges” on American technological companies and risked slowing innovation.
The decline: the Action Plan of the AI of people
The announcement comes in the midst of growing unions, civil rights defense groups and consumer defenders, who argue that Trump’s plan promotes the interests of businesses on public security and responsibility. The world’s challenges and the arms race for America’s AI
Trump’s plan is involved in the intensification of competition with China on AI supremacy. Chinese laboratories have accelerated the development of AI on several fronts, which caused discomfort among American officials. Trump’s strategy seems to be designed to assert American domination by ensuring that American models and manufacturing chips – in particular those of NVIDIA, AMD and AI Startups remain the global standard.
To this end, some of the decrees should erase administrative formalities around the export of AI -related technologies, potentially helping American companies to access emerging markets.
While Trump’s AI action plan promises to overcome American innovation and reshaped global technological leadership, its criticisms warn that the prioritization of deregulation and expansion of the private sector can undermine the much necessary guarantees.
